“揭榜掛帥”項目榜單的通知

各有關(guān)單位：
為深入貫徹落實習(xí)近平總書記關(guān)于探索對關(guān)鍵核心技術(shù)進(jìn)行“揭榜掛帥”的重要論述精神，認(rèn)真落實國家和省委省政府關(guān)于創(chuàng)新重大科技項目組織管理方式、推行“揭榜掛帥”制度的有關(guān)部署，推動解決河南產(chǎn)業(yè)發(fā)展中的技術(shù)難題，促進(jìn)科技創(chuàng)新和產(chǎn)業(yè)創(chuàng)新深度融合，打好關(guān)鍵核心技術(shù)攻堅戰(zhàn)，加快科技成果轉(zhuǎn)化與產(chǎn)業(yè)化，省科技廳會同省發(fā)展改革委、省工業(yè)和信息化廳、省財政廳在前期公開征集的基礎(chǔ)上遴選了一批河南省重大產(chǎn)業(yè)關(guān)鍵技術(shù)攻關(guān)“揭榜掛帥”項目需求，現(xiàn)將榜單予以發(fā)布，具體事項通知如下。
一、榜單設(shè)置及揭榜要求
第一批榜單共13項，主要圍繞河南傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級、新興產(chǎn)業(yè)重點培育和未來產(chǎn)業(yè)謀篇布局，服務(wù)國家戰(zhàn)略，突出市場導(dǎo)向和產(chǎn)業(yè)化目標(biāo)，引導(dǎo)企業(yè)成為創(chuàng)新需求提出主體、研發(fā)經(jīng)費(fèi)投入主體和成果轉(zhuǎn)化落地主體，推進(jìn)河南產(chǎn)業(yè)轉(zhuǎn)型升級和高質(zhì)量發(fā)展。鼓勵國內(nèi)外符合條件且有研究開發(fā)能力的高校、科研機(jī)構(gòu)、科技型企業(yè)等進(jìn)行揭榜。
詳細(xì)榜單請登錄河南省科技管理信息系統(tǒng)（http://xm.hnkjt.gov.cn/）查看，個人和單位用戶須首先在河南政務(wù)服務(wù)網(wǎng)（http://www.hnzwfw.gov.cn）注冊并實名認(rèn)證后，才能登錄系統(tǒng)，已完成注冊和認(rèn)證的用戶仍使用原賬號。
項目揭榜方應(yīng)符合以下條件：
1. 國內(nèi)外具有獨(dú)立法人資格的高校、科研機(jī)構(gòu)、企業(yè)等單位及創(chuàng)新聯(lián)合體等其他組織；
2. 具有較強(qiáng)的研發(fā)團(tuán)隊、科研條件和自主研發(fā)能力，在相關(guān)領(lǐng)域具有良好科研業(yè)績、具備較強(qiáng)的國際影響力，有能力完成揭榜任務(wù)；
3. 能對項目需求提出攻克關(guān)鍵核心技術(shù)的可行方案，掌握自主知識產(chǎn)權(quán)；
4. 具有良好的科研道德和社會誠信，近三年內(nèi)無不良信用記錄和重大違法行為；
5. 揭榜方不得與發(fā)榜方存在股權(quán)關(guān)系和關(guān)聯(lián)交易。
二、支持方式
成功揭榜（項目協(xié)議金額不低于2500萬元）并通過立項論證的項目，簽訂項目任務(wù)書納入省重大科技專項管理。省財政支持經(jīng)費(fèi)按照不低于揭榜合同金額的40%核定，經(jīng)費(fèi)分批次撥付，項目立項后撥付一定比例的啟動經(jīng)費(fèi)，后續(xù)經(jīng)費(fèi)根據(jù)項目實施進(jìn)展的重要節(jié)點分期撥付。
三、揭榜流程
?。ㄒ唬┯幸庀虻慕野穹綉?yīng)結(jié)合張榜項目具體需求及自身能力，在榜單發(fā)布后與發(fā)榜單位聯(lián)系對接洽談，細(xì)化落實合作具體內(nèi)容，擬定合作協(xié)議、制定項目實施可行性方案。
?。ǘ┻_(dá)成合作意向的項目須通過“河南省科技管理信息系統(tǒng)（http://xm.hnkjt.gov.cn/）”由發(fā)榜方填寫項目申報書、預(yù)算書并上傳合作協(xié)議、項目實施方案等相關(guān)附件。首次申報的單位需在河南政務(wù)服務(wù)網(wǎng)（http://www.hnzwfw.gov.cn/）進(jìn)行注冊。
?。ㄈ┦】萍紡d將會同省發(fā)展改革委、省工業(yè)和信息化廳、省財政廳對達(dá)成合作意向的“揭榜掛帥”項目進(jìn)行論證，擇優(yōu)給予立項支持。
（四）項目單位填報和提交主管部門審核提交時間為2025年4月8日至5月8日。

Notice on the Release of the List of Key Technological Breakthrough Projects for Major Industries in Henan Province
All relevant units:
In order to thoroughly implement the important discourse on exploring the method of "Taking on Challenging Projects by Responding to Calls for Solutions" for key core technologies of General Secretary Xi Jinping, and accelerate the transformation and industrialization of scientific and technological achievements, the Henan Provincial Department of Science and Technology releases the list of key technological breakthrough projects for major industries in Henan Province with the Henan Provincial Development and Reform Commission, the Henan Provincial Department of Industry and Information Technology, and the Henan Provincial Department of Finance on the basis of initial public solicitation, the specific matters are notified as follows.
The list setting and open bidding requirements
The list consists of 13 tasks, mainly focusing on the transformation and upgrading of Henan's traditional industries, the key cultivation of emerging industries and the layout of future industries, serving the national strategy, highlighting the market orientation and industrialization goals, guiding enterprises to become the main body of innovation needs, R&D funds investment and the achievements transformation, and promoting the transformation and upgrading of Henan's industries and high-quality development. Domestic and foreign universities, scientific research institutions and technology-based enterprises that meet the conditions and have research and development capabilities are encouraged to take on the projects of the list. For the detailed list, please log in to the Henan Provincial Science and Technology Management Information System (http://xm.hnkjt.gov.cn/). Individual and organizational users must first register and complete real-name authentication on the Henan Government Service Network (http://www.hnzwfw.gov.cn) before logging into the system. Users who have already completed registration and authentication can continue using their original account.
The submitting entity shall meet the following requirements:
1.Universities, scientific research institutions, enterprises and other organizations with independent legal personality at home and abroad, innovation consortiums and other organizations;
2. Have a strong R&D team, research conditions and independent research and development capabilities, have good scientific research performance in related fields, have strong international influence, and have the ability to complete the task;
3. Able to propose feasible solutions to overcome key core technologies for project requirements and master independent intellectual property rights;
4. Have good scientific research ethics and social integrity, no bad credit history or major illegal behaviors in the past three years;
5. The submitting party shall not have equity relations or related transactions with the issuing party.
Support methods
Successful unveiling project (the project agreement amount is not less than 25 million yuan) will be managed as the provincial science and technology major project after the procedures as project reviews and sign the project task book. The provincial financial support funds shall be approved in accordance with not less than 40% of the disclosed contract amount, and the funds shall be allocated in batches. After the project is issued, a certain proportion of the start-up funds shall be allocated, and the subsequent funds shall be allocated in phases according to the important nodes of the project implementation progress.
The Process
The submitting party shall, in accordance with the specific needs of the task and its own ability, contact and negotiate with the issuer after the release of the list, refine the specific contents of the implementation of the cooperation,formulate the cooperation agreement and the project implementation feasibility plan.
For the projects with cooperation intention, the issuer shall fill in the project declaration and budget, upload the cooperation agreement, project implementation plan and other related attachments through the "Henan Science and Technology Management Information System (http://xm.hnkjt.gov.cn/)". Units need to declare for the first time in Henan government service network (http://www.hnzwfw.gov.cn/) to register.
The Department of Science and Technology of Henan Province will organize project reviews with the Development and Reform Commission and the Department of Industry and Information Technology and the Department of Finance to demonstrate and support the selected project .
The issuer should fill in and submit to the competent authorities for review from 8th April to 8th May, 2025.
